Coronavirus Response and Relief Supplemental Appropriations Act

The Higher Education Emergency Relief Fund (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), signed into law on Dec. 27, 2020. 香港六合彩开奖记录 received Student Aid funding under the CRRSAA section 314(a)(1) program.  This program, with some changes, provides supplemental funds to the CARES Act section 18004(a)(1) program.  香港六合彩开奖记录 signed and returned to the Education Department a Certification and Agreement as required under the CARES Act section 18004(a)(1) program.  We acknowledge that by drawing down the CRRSAA funds, our institution agrees to be bound by the conditions set forth in the CRRSAA Supplemental Agreement including using 100% of these funds to provide emergency aid grants to students.

CCC has distributed $0 of CRRSAA funds to 0 students.  A cumulative total of $452,947 has been awarded in student emergency grants to 259 unduplicated students.

CCC has distributed $382,620 of CRRSAA funds to 292 students.  A cumulative total of $835,567 has been awarded in student emergency grants to 551 duplicated student count.

 Student Eligibility:

  • At the time of HEERF grant notification and disbursement, the student must have been matriculated and registered in coursework after the date of record (Feb 21,2021 for SPRING 2021 semester).
  • For a student who may have withdrawn during the semester, they must have billed hours greater than zero, and a withdrawal date after the date of record at the time of award notification and disbursement.
  • The student must have a 2020/2021 FAFSA on file with the Financial Aid office. Eligible students do not need to satisfy all criteria for being eligible for Title IV financial aid, however, they must satisfy all Title IV financial aid eligibility criteria that are required to generate an EFC from a valid FAFSA (i.e. non-rejected FAFSA, completed verification).
  • HEERF II funds may be used by the student for any component of the student's cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care) or childcare.
  • 香港六合彩开奖记录 will adhere to both ED and SUNY guidelines in administering HEERF II student funds. As such, CCC will not award HEERF II funds to any undocumented, DACA or international student.  Priority will be given to Pell eligible recipients starting with students at the lowest expected family contribution (EFC).  This methodology will allow us to target those students with exceptional need, the intent of these funds.
  • The HEERF II Base Grant template, provided by SUNY, will be used to calculate the priority student emergency grants. Students will receive a Base Grant that correlates with their full-time or part-time status plus a standard supplemental amount based on the student's primary EFC.  CCC has received permission from SUNY Audit to award a base grant of $825 (above the max base grant of $750 set for community colleges).

Student Award Chart

  • The remaining funds not spent in the priority group will be awarded to students with a primary EFC of 5712-9200 as reported on their 20/21 FAFSA.  This allows the college to expend the full allocation of HEERF II funds while targeting those students outside the Pell eligibility range who, we feel, have a difficult time paying costs out of pocket.  This population of student historically do not qualify for much in the way of grant funds.  The award amount given to this cohort will be targeted below the award granted to our priority group with EFC 4301-5711.  The award will be:
    1. Full time SP-21 $825 grant
    2. Part time SP-21 $402.50 grant

in Spring 2021 and therefore eligible to receive an emergency grant from CRRSAA funds.

Distribution of emergency grants and student communications:

  • An email communication will be sent to all recipients' CCC email account notifying them of their award. The email will provide them with the dollar amount of their grant, list the allowable uses of the grant, provide the date and method of disbursement.  The following language, required by SUNY, will be included in each email:

 "In response to the coronavirus pandemic, funds have been made available through the CRRSAA Act to award emergency grants to students for expenses related to the any component of the student's cost of attendance or for emergency costs that arise due to coronavirus. Eligible expenses include tuition, food, housing, health care (including mental health care), or childcare. The Campus has deemed you eligible to receive an emergency grant in the amount of $XXX. This is not a loan and will not need to be paid back and will not affect your financial aid award amounts for academic year 2021-2022. Students must understand it is their responsibility to notify the XXX Office immediately if they will not incur expenses that meet or exceed the amount of their emergency grant."

  • HEERF II student aid fund payments will be disbursed via paper check and mailed directly to students without requiring an application. A required communication (see SUNY guidance above) will, once again, be mailed with each check.  This is to ensure they receive this communication, in the event they do not see it in their college email account.
  • 香港六合彩开奖记录 will provide an option to students who have a balance due to the college, to affirmatively opt in to apply the HEERF II Student Aid emergency grant to the student's outstanding balance for Spring 2021. 20 students who are receiving an emergency grant have been identified as having a balance due to the college.  These 20 students will be emailed on 4/12/2021 notifying them of their grant eligibility and allowing them to affirm, via email, if they want the emergency grant to be applied to the balance due.  The student must affirm the exact amount of the emergency grant to be applied.  These students will be given 2 weeks (until Friday 4/23/21) to respond.  After such time, beginning the week of 4/26/2021, the emergency grants will be mailed to these students.
  • The remaining students who do not owe a balance to the college will be notified of their grant eligibility via email to their CCC account, as noted above. Batches of verified students will be forwarded to the Bursar office beginning 4/12/21 for initial mailing Friday 4/16/21.  Checks will continue to be mailed each Friday until all disbursed.
